Chinese President Xi Jinping said the central bank will play a stronger role in defending against risks, calling for more work on safeguarding the financial system and modernizing its regulatory framework.

Financial security is part of national security, and Communist Party leaders must step up their work toward that goal, Xi said during the twice-a-decade National Financial Work Conference held July 14-15, state media reported late Saturday. Xi also said China will set up a commission under the State Council to oversee financial stability and development and urged the financial sector to better serve the real economy.

In a speech to the gathering, Xi said prudent monetary policy, a goal announced in December, should be firmly implemented. The PBOC should also take a stronger macro-prudential policy role, Xi added. He also called for greater yuan exchange-rate reform, an improved foreign-exchange market system, and steady progress in yuan internationalization, according to the reports from state media. Xi is ramping up efforts to ensure stability ahead of a twice-a-decade leadership transition this fall at the 19th Communist Party Congress. He has elevated curbing risk in the $40 trillion financial industry to a new level with “strategic importance” amid increasingly intertwined business between China’s banks, brokerages, asset managers and insurers.

Premier Li Keqiang also spoke at the meeting, calling for the maintenance of moderate credit growth and keeping liquidity “basically stable,” according to state television. He also called for “professional, consolidated, penetrating” regulation of all financial businesses to reduce risks.
“China’s top leadership has shown greater concern over the need to strengthen financial stability,” Kim Eng Tan, a credit analyst at S&P Global Ratings in Singapore, wrote in a recent report. “We are likely to see better coordination among various government agencies, compared with some foot-dragging in the past.”

Xi also called for a strengthening of accountability for regulators, saying it’s a “dereliction of duty” if they fail to spot and dispose of risks in a timely manner, and stressed that coordination of financial regulation should be improved, and weak links in supervision strengthened. The People’s Bank of China last year began measuring risk using what it calls a Macro Prudential Assessment system built on examining banks’ capital-adequacy ratios -  a monitoring authority once on the China Banking Regulatory Commission’s turf. Still, information on financial firms including brokers and insurers is supervised by other agencies such as the China Securities Regulatory Commission and China Insurance Regulatory Commission.

The financial work conference has held a special place in China’s economic and political calendar since it was introduced to encourage more sustainable economic growth after the Asian financial crisis. The first, in 1997, saw the establishment of an insurance regulator and a plan to bail out the largest banks. 

The second gathering led to the creation of a banking regulator and a drive to list major state-owned lenders on overseas stock exchanges. In 2007, the conference oversaw the creation of the sovereign wealth fund, China Investment Corp., which now has $813.5 billion of assets. The meeting in 2012 focused on the fallout from the global financial crisis.

The economy is holding up. Economists estimate growth edged down in the second quarter with a 6.8 percent expansion, decelerating from 6.9 percent in the first three months of this year, according to a Bloomberg survey before the data due for release Monday. 

While past meetings were early in the calendar year, this one coming later may indicate divisions among the leadership, Helen Qiao, chief Greater China economist at Bank of America Corp. in Hong Kong, said Friday in a Bloomberg Television interview.

“This is something different,” Qiao said. “Usually it takes place at the beginning of each year so the very fact that it has been postponed until now really indicates that there was no consensus probably until recently.”

중국의 시진핑 주석이 중앙은행은 앞으로 금융시장 위기관리를 위해 역할을 대폭 확대할 것이라 발표했다. 금융시스템을 보호하고 규제 시스템을 보다 현대화하는데 힘 써줄 것을 중앙은행에 요구했다.

시 주석은 10년에 두 번 열리는 국가 금융업무 컨퍼런스(National Financial Work Conference) 에서 금융시장의 안정이 곧 국가 안보이며,  이를 위해 중국 공산당 지도부가 발 벗고 나서야 한다고 촉구했다. 

시 주석은 또한 중국정부가 국무회의 산하 금융시장 안정과 발전을 위한 위원회를 따로 마련할 것이라 예고했고, 금융업계가 앞으로 실물경제를 보다 효과적으로 지원해 주기를 요청했다. 
시 주석은 지난 12월에 지정했던 통화정책을 보다 신중하게 이행하겠다는 목표가 확실하게 실현되어야 할 것이라 강조했다. 

중앙은행인 인민은행이 거시건전성 (macro-prudential)  정책 기구 역할을 더 강화해야한다고 덧붙였다. 

더 확대된 개념의 환율 개혁, 환율 시장 혁신, 위안화의 세계화 또한 추가적으로 언급됐다.

시 주석은 올해 가을에 있을 19차 중국공산당 전국대표대회를 통한 지도부 교체를 앞두고 정부를 안정시키기 위한 노력을 강화하고 있다. 

그는 40조 달러 규모에 달하는 중국 금융 시장 안정화를 정권의 전략적 주요 목표로 삼아 그 중요성을 한단계 더 높였다. 

중국 금융 시장은 현재 은행, 브로커리지, 자산운용, 그리고 보험 산업이 복잡하게 얽혀있는 구조를 갖고있다.

리커창 총리는 컨퍼런스에서 적당한 신용 성장을 유지하고 안정적인 유동성 구축을 강조했다. 
그는 또한 빈틈없고 통합된 규제를 통해 위험성을 최소화 할 것을 촉구했다.

“중국 최고 지도부는 금융시장 안정화에 대해 이전 보다 큰 관심을 보이고 있다.” 싱카폴에 위치한 S&P 글로벌 레이팅 크레디트 애널리스트 김응탄씨가 최근 보고서에서 설명했다. 

“정부 기관 사이의 협업이 보다 효과적으로 진행될 것으로 예상하고 있다.” 

시 주석은 규제당국의 책임도 강조했다. 시장의 위험을 제 때 인지해 해결하지 못한다면 이 또한 규제 당국의 직무유기라는 것이다. 금융 규제가 보다 효과적으로 조정되고 감독기능이 강화되어야 한다고 촉구했다.

중국인민은행은 작년부터 거시건전성 평가 시스템을 이용해 작년부터 금융시장의 위험성을 평가 및 관리하고 있다. 

이 시스템은 은행의 자본 건전성에 기초해 평가한다. 

이는 한 때 중국은행감독관리위원회가 맡았던 영역이다. 

아직까지 브로커리지, 보험사를 포함한 금융회사 관련 정보는 중국 증권관리감독위원회나 중국 보험감독관리위원회 같은 정부 기관이 관리하고 있다. 

중국 금융업무 컨퍼런스는 중국의 경제와 정치 일정에서 특별한 위상을 갖고 있다. 

이유는 이 컨퍼런스가 아시아 금융 위기 (한국입장에서 IMF 사태)  이후  보다 안정적인 경제성장을 진작하기 위해 제정되었기  때문이다. 

1997년 첫번째 컨퍼런스에서는 보험산업 규제 기구를 설립하고 최대 규모의 은행들을 구제하는 결정을 내렸다. 

두번째 컨퍼런스에서는 은행 규제 기구를 설립했고 국가소유 신용기관들의 해외 증권거래소 상장을 추진했다. 

2007년 컨퍼런스에서는 현재 8,000억 달러 규모의  중국 국부펀드 창립을 관리했다. 2012년에는 세계 금융위기에서 파생된 피해를 논의했다. 

중국 경제는 현재까지 무난하게 유지되고 있다. 

블룸버그 설문조사에 따르면 경제학자들은 올해 1분기 6.9 퍼센트 성장률에서 약간 줄어든 6.8%로 2분기 성장률을 예측하고 있다.

이전 컨퍼런스는 연초에 일정이 잡혔었던 것에 비해 올해는 다소 늦은 시기에 컨퍼런스가 열린다.  

뱅크오브아메리카 홍콩 사무소 중국 수석 경제학자 헬렌 치아오씨는 늦어진 일정이 지도부 간에 의견 충돌을 의미할 수 있다고 블룸버그 TV  인터뷰에서 설명했다. 

“이번에는 분위기가 좀 다르다.” 치아오씨는 말했다.

“보통 연초에 컨퍼런스에 열리는 것과 다르게 이번 컨퍼런스가 지금까지 연기되어 왔다는 것은 여태까지 중국 지도부 사이에서 의견 조율이 되지 않았다는 것을 의미한다.”
